The PNV has proposed freezing municipal taxes and adjusting fees to the CPI and costs, in opposition to the government's projected 4.43% general increase.

The Plenary Session of the Oñati City Council will debate the fiscal ordinances for 2027 this Thursday. In response to the municipal government's projected general increase of 4.43%, the PNV proposes freezing taxes and adjusting fees based on the CPI and service costs. The PNV believes that not all taxes should automatically increase and that fiscal ordinances should serve as a tool to address specific local issues.
The PNV has identified three specific issues: the scarce supply of rental housing, the difficulties young people face in becoming independent, and the need to move towards more sustainable mobility. In this regard, they propose establishing new bonuses.
In the housing sector, a key focus of the PNV's proposal is to channel vacant properties into the rental market. They suggest incentivizing owners to rent out properties at affordable prices by reducing the Property Tax (IBI) by 50% for homes rented between individuals that meet certain price limits. To qualify for this bonus, the rent could not exceed 675 euros per month for homes up to 90 square meters, nor 7.5 euros per square meter for larger homes. They also propose to relax the conditions for accessing bonuses on the tax for constructions and works aimed at bringing housing into the rental market, suggesting a maximum monthly rent of 675 euros, compared to the 590 euros foreseen by the government group.
Focusing on young people, the PNV believes that municipal benefits should be adapted to the current reality of youth, acknowledging that they achieve financial independence later in life. They request raising the age limit for youth rates at sports facilities from 22 to 25 years, as in previous years. In the area of sustainability, they propose a 50% bonus for garage spaces that install approved charging points for electric vehicles, and the elimination of minimum tax bases for the tax on constructions and works.
According to the PNV, fiscal ordinances should not only serve to collect money but also to address Oñati's real problems. The municipal government's response to these proposals will be known at Thursday's Plenary Session.
