Bedaio details plan to separate from Tolosa and join Amezketa

The municipal councils of both towns will hold presentation sessions next week to explain the process.

The process for the segregation of the Bedaio neighborhood from Tolosa and its adhesion to Amezketa is progressing, with the municipal councils of both towns organizing presentation sessions next week.

The municipal councils of Tolosa and Amezketa have taken another step forward in the municipal change process for Bedaio, defining the roadmap between the two towns. To explain the process to citizens and gather input, presentation sessions will be held next week. The Tolosa session will take place on June 22nd at 7:00 PM at the Topic, and the Amezketa session on the 23rd, at the same time, in the main hall of the cultural center. The councils have encouraged residents to participate to clarify doubts and make contributions.
Following the presentations, the Tolosa City Council will launch a citizen engagement process through the Erabaki platform. Documentation regarding Bedaio's municipal change will be available there, and residents of Tolosa will have until July 15th to submit contributions and questions, both online and via a suggestion box at the Udate citizen service point. The council has committed to responding to these inputs and has encouraged citizen participation.
The Foral Law governing municipal districts in Gipuzkoa (2/2003 and its modification 5/2025) allows for the segregation of a neighborhood from one municipality and its annexation to another. In Bedaio's case, all the conditions set by the law are met, including economic viability, according to a study conducted by the company Siadeco. This analysis covers essential aspects such as location, area, territorial boundaries, population characteristics, communal assets, project benefits, and economic feasibility.
Geographical location is a significant factor in this change: Bedaio is located 17 kilometers by road from the urban center of Tolosa and does not share a border with any other Tolosa neighborhood. Furthermore, the lives of many Bedaio residents are rooted in Amezketa, as their children attend schools there. Amezketa is a rural municipality, and the primary sector holds considerable importance in Bedaio, reinforcing daily interaction.
For the initiative to be of municipal scope, the plenary sessions of both municipal councils must approve the commencement of the process. The final decision will be made by the Provincial Council of Gipuzkoa. All political parties represented in both municipal councils, along with a delegation of Bedaio residents, have formed an inter-institutional table to guide the process.
