A police officer, identified as a beneficiary of a potential leak in an internal selection process (OPE) in Santurtzi, has filed a complaint against the current mayor, Itziar Carrocera, alleging crimes of revealing secrets and malfeasance.

The officer appeared at the Bilbao Civil Guard barracks to formalize the complaint, accusing the mayor of displaying a photograph that allegedly violated his privacy. This complex case has been a source of controversy in Santurtzi for several months, leading to the resignation of the previous mayor, Karmele Tubilla, in February, who cited personal reasons and fear that the OPE issue would be used against her party.
To understand the complaint, it is crucial to know that the officer maintains a romantic relationship with the former Human Resources councilor, Sonia López. According to his account, they kept this relationship «in the strictest privacy,» and the councilor attempted to resign multiple times to avoid mixing her private and professional life, though her resignation was not accepted.

The display of that image was not a casual or isolated act, but rather constituted the first link in a chain of institutional actions that culminated in the use of the information revealed by that graphic document by the then mayor to 'interrogate' Sonia López in the Mayor's office.

The police officer claims that in the autumn of 2026, possibly before October 7, someone photographed him entering Sonia López's home «without my knowledge or consent,» suggesting an «active and deliberate investigation into my private life.» In the complaint, the officer asserts that Mayor Carrocera showed this photograph to several members of her circle, including the former mayor, knowing its «illicit origin.»
In his statement to the Civil Guard, the officer also alleges that Tubilla was aware of his relationship with the councilor before the exam that sparked the controversy but concealed this information from the tribunal president. Sonia López, for her part, has denied opening the questionnaire file, stating she only forwarded it. Before the Investigation Commission, Sonia López testified that she received pressure from the PNV to appoint affiliated individuals, attributing the entire incident to her refusal to yield to these demands.
