This campaign will adopt a friendly and direct tone, urging all residents to help keep Leioa more pleasant, safe, and well-maintained. Mayor of Leioa, Iban Rodriguez Etxebarria, has highlighted that leaving pet waste uncollected, discarding litter outside bins, damaging street furniture, excessive vehicle speeds, or improper use of cycle lanes create "discomfort among neighbors" and harm coexistence.
To address this, the Council has created six campaign visuals, all sharing the common element of the exclamation "Ei!". Five of these visuals tackle key citizen concerns: collecting dog waste, moderating speed, using cycle lanes correctly, disposing of litter in bins, and not damaging street furniture.
In the coming weeks, the campaign will have a significant presence in the town's public spaces. Posters will be displayed in parks and gardens, stickers on bins, and vinyls in commercial and hospitality establishments to spread the message.
The Council has emphasized that the campaign's goal is not to focus on penalties but to foster collective awareness. However, it has reminded that uncivil behaviors also incur significant financial costs: replacing a bench can cost 500 euros, and a bin around 700 euros. Furthermore, fines ranging from 200 to 400 euros can be imposed for leaving litter in public areas, and up to 300 euros for not collecting animal waste.
Regarding the use of electric scooters, serious infractions can lead to fines of up to 1,000 euros for driving under the influence of alcohol or drugs; up to 800 euros for riding without mandatory insurance; and up to 500 euros for speeding. Riding on sidewalks or prohibited areas, cycling at night without lights, or using a mobile phone or headphones are also punishable offenses.
The Council explained that the campaign stems from a citizen request for greater awareness regarding certain attitudes that impact daily life, coexistence, and the municipality's image.
