The Department of Industry, Energy Transition and Sustainability of the Basque Government will have a budget of 676.1 million euros in 2027, a 3.9% increase compared to 2026 and 6% more in terms of own resources, excluding MRR funds.
The accounts align with the priorities of the Euskadi 2030 Industry Plan and are structured around three axes: more industry, better industry, and fewer emissions, with administrative simplification as a transversal principle.
Minister Mikel Jauregi presented the project to the Basque Parliament, emphasizing that industry is the past, present, and future of Euskadi, a source of progress, wealth, and well-being. The budgets aim to defend industry, promote its transformation and growth, and strengthen energy autonomy.
International tariff policy, energy tensions derived from the conflict in Iran, and the closure of the Strait of Hormuz have highlighted the need to advance towards greater European strategic autonomy based on energy independence and industrial strengthening.
The budget consolidates the development of Transformative Projects (965 million euros mobilized since the start of the legislature), reinforces innovation and digitalization with new investments in R&D and artificial intelligence, and advances the energy transition through the deployment of renewables and energy infrastructure.
The 'More Industry' axis aims to strengthen business roots, increase the size of industrial SMEs, complete strategic value chains, attract investment, and consolidate business internationalization. Key initiatives include the 'Dibertsifika' program (62 million euros) and the 'Cluster' program (5 million euros).
The 'Better Industry' axis seeks to increase the technological and innovative level of Basque companies and accelerate the adoption of new technologies. 'Hazitek' will reach 137 million euros, and a new Innovation Fund of 25.5 million euros will be created.
Energy transition is a key priority under the 'Fewer Emissions' axis. The 'Eguzki Hotz' program will allocate 120 million euros to sustainable climate systems, and 'Mapa EVE' will dedicate 80 million to developing new wind and photovoltaic installations.
In the area of Environment, 2.3 million euros will be allocated to the waste disposal program, and 28.8 million euros to climate change adaptation and aquatic ecosystem protection.
The budget also includes investments in industrial land and technology parks, with 25.1 million euros for regeneration actions and 45.9 million euros for the acquisition of assets linked to strategic projects.
The minister concluded by stating that these budgets will enable the creation of high-quality jobs, achieved through 'Elkarlana' (collaboration).
