ELA Union Calls for Indefinite Strike at Avanza Movilidad Gipuzkoa

The ELA union has announced an indefinite strike in the road passenger transport service of Avanza Movilidad Gipuzkoa, citing the non-compliance with a pre-agreement reached in October, which will affect routes connecting Bilbao, San Sebastián, and Vitoria/Gasteiz.

The ELA union has decided to call an indefinite strike in the road passenger transport service operated by Avanza Movilidad Gipuzkoa, part of the Lurraldebus network. This action stems from what the union describes as a “breach of the pre-agreement” signed by ELA and UGT with the company last October.

Six months after the agreement was signed, ELA states that the situation within the company “remains unresolved”. The union criticizes that the agreement was initially presented to the public as “the end of labor tensions”, and a provincial mobility deputy even declared that “the situation that existed at Avanza no longer exists”. However, ELA asserts that this statement “does not align with the current reality”.
During a meeting with the Basque Government on April 15, the union confirmed that “it became clear that the company has no intention of ratifying the pre-agreement under the agreed terms”. According to ELA, “Avanza intends to introduce unilateral modifications to what was agreed upon during the mediation process”, in which the Vice-Ministry of Labor participated as a guarantor.
For the union organization, this constitutes a “serious violation of the consensuses reached in collective bargaining”. Consequently, it will promote an indefinite strike with the aim of “guaranteeing a dignified agreement for the entire workforce”, based on demands put forward in July 2025. The strike will impact lines connecting Bilbao, San Sebastián, and Vitoria/Gasteiz, as well as the Loiu-Arrasate, Loiu-San Sebastián, Loiu-Vitoria/Gasteiz routes, and all lines in the Deba valley.
