The Basque Government Council authorized this Tuesday an expenditure of 5,523,525 euros to partially compensate for the increase in production costs in Basque agricultural holdings.

These extraordinary aid measures respond to the rising costs of supplies due to the Middle East crisis and the consequences of the 2026 drought. The Basque budgets will contribute 5,128,910 euros, with the remaining 394,615 euros covered by the European Agricultural Guarantee Fund (FEAGA).
Dairy cattle farms will receive 575,056 euros to mitigate the effects of the Middle East crisis, which has driven up prices for energy, fuel, fertilizers, and other supplies. The aid will be 36 euros per eligible dairy animal over 24 months.
Aid to alleviate the effects of the drought will total 4,948,469 euros, fully financed by the Basque Country. This aid is directed towards beef cattle, equine, ovine, and caprine livestock, as well as potato, bean, sunflower, cider apple, and animal feed maize crops.
For livestock, the aid will be 60 euros per non-dairy cattle over 24 months, and for animals over 12 months, 30 euros per equine and 6 euros per sheep or goat. For crops, it will be 150 euros per hectare of seed potato, 100 euros per hectare of consumption potato and beans, 60 euros per hectare of forage maize, and 40 euros per hectare of sunflower and cider apple. The maximum will be 15,000 euros per beneficiary.
Holdings with female or shared ownership, and those run by young people under 41, will receive an additional 5% increase in both aid lines. Amounts will be calculated automatically using administrative registry data. A provisional list of beneficiaries will be published within 15 business days of the order's entry into force, with a 10-day period for objections.
Payments funded by the Basque budgets must be made before December 31, 2026. The allocation may be increased by up to 40% if corresponding budgetary modifications are approved.
Within the primary sector, 400,000 euros are allocated to agricultural and forestry producer groups to improve their position in the food and timber value chain. The call includes 100,000 euros for the creation of new groups and 300,000 euros for new activities or cooperation projects by existing groups.
In the social area, 136 municipalities will recover 4.5 million euros that they advanced to pay for Social Emergency Aid (AES) in 2025. This amount completes the 41.5 million budgeted for 2026.
