This proposal, continuing the legislature's management plan, prioritizes decent housing, people's well-being and the care ecosystem, universal accessibility, ecological sustainability, and employment linked to training and local commerce. The budget has increased by nearly €1.5 million compared to last year, a 6.3% rise, while maintaining prudent management and no debt.
To promote public housing and rehabilitation, €150,000 will be added to the €400,000 allocated for acquiring land for public rental housing. Additionally, incentives to bring 252 vacant homes to market will continue, and youth emancipation aid will be maintained (between €100-€250/month for those aged 18-35). Grants for improving the habitability of existing homes, such as building insulation and more efficient boilers and windows, will also be strengthened.
Focusing on care and social well-being, the Local Care Council will undertake direct interventions in 2027. The home help service will have a budget line of €1.4 million, and the sheltered apartments in Oriako Pasealekua will transition to a new model through the Etxe Lagun project, based on mutual care and autonomy.
In the area of youth and education, the Council will organize the Udaleku Irekiak (Open Summer Camps) for the first time (€160,000), and the youth center (Gazteleku) will have a budget of €155,000 for its revitalization. STEAM science and technology programs will be extended to secondary education (ESO), creating two new groups for adolescents.
To improve accessibility and mobility, €500,000 will be allocated for a new public elevator between Mateo Mujika and Arantzazu streets. Maria Arana park will also be renovated with a new elevator, and a new parking area will be created in Ugartemendi with an investment of €700,000, to alleviate vehicular pressure around the Txindoki Institute and the Senpere shopping center.
The budget also includes actions on climate change, energy, and rural areas. Aerothermal systems with photovoltaic panels will be installed in municipal buildings (library, town hall, Music School), and the public lighting will transition to LED technology (€230,000). The budget for maintaining public farm tracks will more than double (to €180,000), and the Auzo Taxi service will be updated.
To promote circular economy, commerce, and sustainable distribution, training and employment aid will continue in collaboration with the Goieki agency. The Tori! delivery service will continue ( €54,200/year), and the Zero Waste – Rexcatering project will feature a second vending machine to utilize surplus food from school canteens and businesses.
The draft budget has been presented to opposition political groups for contributions, and it will be definitively approved at the Town Council plenary session on December 17th.
