Pact for Sustainable Tourism to Strengthen Euskadi's Model

The Basque Government and the provincial councils of Álava, Bizkaia, and Gipuzkoa have signed a pact for sustainable tourism to strengthen collaboration and coordination.

Euskadi has signed an institutional agreement for sustainable tourism, aiming to promote territorial balance, sustainability, and coexistence. This pact has been promoted by the Basque Government and the three provincial councils to improve tourism management and optimize resources.
The Minister of Tourism, Commerce and Consumption, Javier Hurtado, signed the agreement alongside provincial deputies Cristina González (Álava), Sonia Pérez (Bizkaia), and Azahara Domínguez (Gipuzkoa). Hurtado highlighted that Euskadi has been developing a sustainable tourism model for over a decade, which is internationally recognized and supported by the Ethical Code of Tourism, already adopted by over 800 companies.
The minister indicated that 2026 will be "a year of inflection" for the tourism model with the launch of three major tools: the future Law on Tourism, the tourist stay tax, and the new institutional pact. The agreement will focus on institutional coordination, tourism promotion, and data-driven tourism intelligence.
Cristina González, representing Álava, emphasized the goal of consolidating the territory as a quality, sustainable, and accessible tourist destination. Sonia Pérez, for Bizkaia, added that tourism is not built alone but through strategic alignment between institutions, mutual trust, and shared governance.
Azahara Domínguez, Gipuzkoa's representative, explained that they are promoting sustainable and responsible tourism through the Strategic Plan and incorporating new data into the Tourism Observatory to measure challenges such as de-seasonalisation and de-location. The aim is to boost a strong, sustainable, and competitive tourism sector throughout the year and across all of Gipuzkoa.
