PNV, PSE, and Elkarrekin Gipuzkoa Podemos allied on Monday in the Gipuzkoa General Assemblies to advance a five-point resolution on the situation in Palestine. The resolution "urges Basque institutions and companies" to evaluate "their contractual or collaborative relationships with companies and institutions that may directly or indirectly contribute to the violation of international law in the Palestinian territories" and to "review them" if they do not comply with human rights principles.
This resolution, approved unanimously by all parties in the Commission for Human Rights and Democratic Culture, begins by "condemning the detention system of Palestinian individuals in the West Bank" and the "application of normative frameworks that include the death penalty." This refers to Israeli law that allows for secret executions by hanging for Palestinians accused of terrorism. For the assembly members who supported this resolution, these actions could constitute "crimes against humanity" as they violate International Humanitarian Law.
In addition to appealing to Basque institutions and companies, the resolution also calls on regional, state, and European institutions to "promote the rupture of political, commercial, cultural, sports, and academic relations" with the State of Israel as long as it continues to perpetrate these "grave" human rights violations against the Palestinian people. It even calls for a review of Article 2 of the association agreement between the EU and Israel, which states that bilateral relations between Europe and the Israeli State are based on respect for "democratic principles and human rights".
The resolution also requires "actors in Basque society," such as universities, sports, and cultural entities, among others, to do the same and "break all ties with Israeli entities that are part of the rights violation system."
This transacted amendment stems from an initiative initially proposed by Podemos, which cited CAF and demanded "the cessation of its participation" in projects "operating in contexts of occupation." This was subsequently amended by the PNV, leading to the terms finally included in the resolution transacted by PNV, PSE, and Elkarrekin Gipuzkoa Podemos, which also received the support of EH Bildu and PP.
The final point reaffirms "the commitment of Basque institutions to International Law, human rights, and the defense of peoples subjected to occupation or systematic violation of their rights."
Furthermore, this resolution arrives amidst significant controversy following Saturday's events at Loiu Airport, where the Ertzaintza (Basque Police) charged during the reception of members of the Global Sumud Flotilla. This action has drawn widespread criticism and prompted the Security Councillor, Bingen Zupiria, to accept responsibility and announce an investigation.
