The Governing Council of the Basque Government has authorized the agreement to promote 54 dotational apartments in two areas of Elorrio: Aldapebeitia and Goieta. This initiative, which combines the recovery of historical heritage with the creation of new residential supply, anticipates a total investment of approximately 8 million euros.
In the Aldapebeitia area, the buildings forming the complex, including the Aldapebeitia Palace, Casa Aldapebeitia Txikia, and its annex, located at Urarka Street 4-6, will be renovated and adapted to create a minimum of 11 apartments. These buildings, featuring elements dating back to the 16th century and a 19th-century annex, possess significant historical and heritage value, which will be preserved and repurposed for residential use.
The second project will be developed in Goieta, within the A2.17-Hospital area of the General Urban Development Plan (PGOU). Here, 43 new dotational apartments are planned. The necessary detailed study for this promotion has already been contracted, drafted, and processed by the Department of Housing and Urban Agenda. This initiative pursues a dual strategy: leveraging and recovering existing buildings for dotational housing, while simultaneously generating new residential supply through a new construction project.
This promotion is situated in one of the five functional areas of Euskadi with the highest demand for housing registered in Etxebide, specifically in the Durangaldea functional area. The action will increase the supply in a region with significant housing demand, combining the creation of new residential resources with the reuse of built heritage. The model shares similarities with other departmental projects, such as the one in Azpeitia, but in Elorrio, it uniquely incorporates the recovery of cataloged buildings with marked historical and heritage value.
According to the agreement, the Department of Housing and Urban Agenda will undertake the contracting and drafting of the basic and execution projects for both initiatives, as well as the contracting of the respective technical management and construction and renovation works. It will also carry out the associated urbanization works. In the case of Goieta, the new building will include a semi-basement floor intended for garages inseparably linked to the use of the residents of the dotational accommodations, for both this promotion and the one in Aldapebeitia.
The agreement also includes the free transfer of use to the Elorrio City Council of a premises of approximately 280 square meters, located on the ground floor of the Aldapebeitia complex, for municipal uses to be defined later based on needs and project development. The planned timeline includes the tendering of projects in 2027, their drafting in 2028, and the tendering of works in 2029. The commencement of works is scheduled for 2030, with an estimated execution period of 24 months and an expected completion in 2032.
