The Lezo Municipal Government has presented the proposal to update fiscal and tax ordinances for 2027, which includes a general 2.8% increase, two new taxes, and expanded discounts.

The Lezo Municipal Government has presented the proposal to update fiscal and tax ordinances for 2027. The proposal includes a general 2.8% increase, several technical modifications, an update to the discount system, and specific housing-related discounts.
To propose a general update of taxes and fees of 2.8%, the evolution of salaries and the Consumer Price Index (CPI) have been taken into account.
The proposal includes two new taxes: a charge rate of 0.7% for Immovable Properties of Special Characteristics (EBOH in Basque, BICE in Spanish), and the introduction of a tax on tourist stays.
One of the proposal's core aspects is the update and expansion of the discount system, considering citizens' economic situations and social needs. To this end, several changes have been implemented: the discount table based on income level will be updated according to Social Emergency Aid (GLL) data, and the maximum discount for water, sewage, and waste collection fees will be increased from 90% to 95%.
Existing discounts for large families will be extended to single-parent families and victims of gender violence for the OHZ, music school, and sports center. Furthermore, the discount tiers for generating renewable energy will be updated, in agreement with the Kunkana energy community.
In relation to housing policy, three new fiscal measures will be introduced: individuals acquiring public protection housing will receive a 50% discount on the OHZ, depending on their income level; a 50% discount will be applied to the tax on the increase in value of urban land in transfers of primary residences between first-degree relatives or spouses, provided they reside in the property; and the discount for owners who include vacant homes in rental programs promoted by public administrations will be increased from 50% to 99%.
