The Errenteria Municipal Government has presented its proposal for the 2027 tax ordinances, suggesting a general 2.4% update in line with recent years. However, there are exceptions, as several fees and taxes will remain frozen, including the waste management fee.
The new proposal includes the application of progressive taxation to most public prices and incorporates fiscal measures to address the municipality's key challenges: housing, local development, ecological transition, and social cohesion.
The aim is to continue providing quality public services, seeking a balance between social needs and budgetary stability. Furthermore, the tax burden is intended to be distributed fairly and equitably, considering the current high inflation context. It is noted that Errenteria's tax collection per inhabitant is lower than the average for the Basque Autonomous Community and Gipuzkoa.
In the housing sector, existing tax measures are continued, and the Tax on Constructions, Installations, and Works (ICIO) will be frozen to encourage the renovation of the current housing stock.
For local development, the Tax on Economic Activities (IAE) and land use fees will be frozen. For the first time, a Tax on Stays in Tourist Accommodation is introduced, with different rates depending on the type of accommodation, proposing the maximum rate for tourist homes.
Among the measures to promote ecological transition, fees for waste management, water supply, and sewerage will be frozen. Additionally, the Port of Pasaia will be classified as a Special Characteristic Real Estate Asset (BICE), and a new tariff for closed bicycle parking facilities will be created.
To enhance social cohesion, progressivity will be applied to the Real Estate Tax (IBI) for single-parent families and victims of gender-based violence. Fees for youth housing and other services will also be frozen.
The Municipal Government intends to debate and approve the tax ordinances for 2027 in the plenary session next October, and has already presented the proposal to political parties with municipal representation to gather their contributions.
