The Astigarraga City Council has definitively approved four urban planning agreements, enabling the development of 116 social rental homes, along with an additional 253 protected and free-market homes, starting from 2026.

The Astigarraga City Council has definitively approved four urban planning agreements, enabling the development of 116 homes for social rental, as well as an additional 253 protected and free-market homes, starting from 2026. The agreements concern the construction of housing in the areas of Santio Zeharra (convent), Ergobia-Txalaka, Arobitxulo-Arangoia, and Mendiaundi-Errekalde. Following the final approval of these agreements, landowners will be able to submit projects and commence works without the need for special plans. According to forecasts, construction of the housing units envisioned in these agreements could begin within 2-3 years.
The process for revising the General Plan is in its final phase and will be presented to the Territorial Commission in December for initial approval. The new Plan anticipates approximately 460 homes, and through these agreements, 365 homes will be allocated: 46 Official Protection Homes (VPO), 56 regulated homes, 116 rental homes, and 147 free-market homes.
The Council has been working for about a year on these agreements with landowners and interested developers. The Council's objective has been to promote the maximum number of protected homes and to secure land through cession for the construction of social rental housing. In each agreement, the Council has acquired a plot for the development of social rental homes.
The agreement for the Ergobia neighborhood covers 12,108 m² and anticipates 40 protected homes (20 social rental and 20 regulated) and 54 free-market homes. It will also include 135 parking spaces and a 350m² commercial unit. The agreement for Santio Zeharra covers 7,410 m², with 24 social rental homes and 30 free-market homes, and 59 parking spaces. Arobitxulo-Arangoia spans 1,500 m², with 17 social rental and 23 free-market homes, and 40 parking spaces. Finally, Mendiaundi-Anibar covers 31,660 m² and foresees 138 protected homes (56 social rental, 46 VPO, and 36 regulated) and 40 free-market homes, as well as land for sports facilities.
In summary, through the four agreements, 116 social rental homes, 46 official protection homes, 56 regulated homes, and 147 free-market homes will be built. Additionally, 1,250 m² will be allocated for sports facilities and 700 m² for municipal premises, along with a 25m² kiosk and a 375m² covered plaza. The execution period stipulated in all agreements will be 4 years from the final approval of the General Urban Development Plan (PGOU).
The next steps include incorporating these agreements into the revision files of the PGOU and presenting them to the Territorial Commission in December to initiate the final alegation phase. Furthermore, work will begin with the public company Visesa to draft an agreement for the construction of social rental homes on the urbanized plots that the Council will receive in the four areas.
