The Oñati City Council and the Provincial Council have agreed to extend their agreement for financing the home help service until September 30, 2027. The service's funding is based on three pillars: the main contribution from the city council, the support from the provincial council, and user payments, determined according to their income.
The agreement, initially signed by both parties in 2018 and ratified in 2021, has been renewed annually. As the last agreement was set to expire on September 30, its extension until September 30, 2027, was decided at the Plenary session held last September.
The expenditure for the home help service is steadily increasing. In 2021, it exceeded 752,000 euros, and it is projected to reach nearly 1,166,000 euros by 2025. As of September this year, expenses amounting to approximately 857,000 euros have been recorded.
The hourly rate paid by users is capped. The remaining cost to cover the service's expenses is borne by the City Council, with the contribution of the Provincial Council. The municipal contribution has grown year by year: in 2021, the City Council covered almost 59% of the cost, and by 2025, it will be 66%. Users contributed 17% and the Diputación the remaining 16%.
This service is offered to individuals with varying degrees of disability, providing assistance for several hours a week with tasks such as home cleaning, meal preparation, and personal care. The goal is to maintain the autonomy of the beneficiaries by offering them the necessary support while they live in their homes.
