The Eibar City Council will soon begin the public tender process for a four-year Strategic Security and Coexistence Plan, aimed at guiding municipal actions in security and civility.

The Eibar City Council will soon initiate the public tender process to contract Technical Assistance for the development, drafting, and monitoring of the Strategic Plan for Security and Coexistence in the city. The objective of this Plan is to establish the concrete measures that will shape the Council's roadmap in terms of security and coexistence in the municipality for the coming years.
The document will not start from scratch but will serve to consolidate, structure, and expand the preventive and operational tools that the council has already actively implemented and which are proving effective on the ground. It is important to recall that the crime incidence in the municipality has been considerably decreasing during this year 2026.
“

"This decrease is due to the work, effort, and importance that the Municipal Police and this mayor's office are giving to security in the municipality. I know that security is one of the main concerns of the citizens, and that is why, from this mayor's office, we are giving it the importance it deserves. And the results are there."

The tender, promoted by the Local Police Area, will have a total budget of 72,600.00 euros (60,000.00 euros base plus 21% VAT). Its central purpose will be to establish the roadmap that the Eibar City Council must follow in terms of security and coexistence over the next few years to guarantee a safe, cohesive, and peaceful urban environment. The Plan will go through an initial phase of Participatory Diagnosis (with a bilingual mixed survey for citizens), a Strategy phase, and a continuous Evaluation phase.
The tender documents require the work to incorporate a gender perspective and that all assigned personnel have a C1 level of Basque to ensure fluid communication in both official languages.
The future municipal strategy must prioritize reinforcing three major urban action axes that are proving decisive given the evolution of crime incidence in the municipality during 2026:
The definition of this roadmap coincides with a very positive assessment of crime in Eibar. According to provisional data from the Ertzaintza between January and August 2026, police pressure and prevention have led to drastic drops in crime typologies with high social impact compared to last year's data: burglaries in homes fell from 33 to 22 cases; robberies in enclosed spaces were reduced from 73 to 25; and crimes against sexual freedom decreased from 10 to 4 cases compared to the previous year.
“

"We are fully aware that security is one of the greatest priorities for our residents. This year's data indicate that we are moving in the right direction, but security requires constancy and not letting our guard down. This Strategic Plan, which will last for 4 years, is fundamental because it will establish the definitive roadmap with concrete measures we need to consolidate this downward trend."

Jon Iraola · Mayor of Eibar
“

"We want a safe Eibar where daily life can be carried out with complete peace of mind. With this Plan, we will strengthen collaboration with the Ertzaintza, promote prevention, and decisively commit to a Local Police force that is close and permanently connected to the reality of our neighborhoods."
