The Governing Council has approved the amount corresponding to the second distribution of credits for the financing of Social Emergency Aid (AES) in the 2026 fiscal year. These economic benefits are aimed at helping individuals and families in vulnerable situations, covering expenses such as rent, energy supplies, basic needs, furniture, or certain repairs and installations.
This sum will be distributed among 136 municipalities: 66 in Bizkaia, 48 in Gipuzkoa, and 22 in Araba. Of the 41.5 million euros budgeted for AES payments in 2026, 37 million were paid in March, and the newly approved 4.5 million euros will compensate for expenses justified from the previous year (2025) that municipalities financed with their own funds.
Decree 21/2026 establishes the procedure for determining the amounts to be transferred to municipalities for AES financing, with a two-stage distribution system: a first distribution at the beginning of the fiscal year and a second after receiving justifications from the previous year, based on indicators linked to the actual execution accredited by local entities.
Furthermore, the approved order expressly states that applicants for AES who are participating in social insertion and integration programs will not have their corresponding amount reduced for covering basic needs and/or accommodation. For 2026, the identified programs are TRAPEZISTAK, HARRERA, and FASE DE AUTONOMIA, managed by the Directorate of Reception and Integration of the Department of Welfare, Youth, and Demographic Challenge.
