Osakidetza to Open Registration for 48 More Categories in Massive OPE in June

The Basque Health Service is moving forward with the second phase of its 2023-2025 Public Employment Offer, with exams scheduled for after the summer.

Osakidetza, the Basque Health Service, is advancing with the second phase of its massive 2023-2025 Public Employment Offer (OPE), opening registration in June for 48 new professional categories, with exams scheduled to take place after the summer.

Osakidetza continues with the organization and implementation of its massive 2023-2024-2025 OPE, which includes a total of 5,425 positions. The second phase, covering an additional 48 professional categories, will open for registration in June. The corresponding exams are intended to be held after the summer.
It should be noted that the first phase, focused on the nine most numerous healthcare categories, is currently in the registration period until April 22. Once the lists are closed, the exams will take place on June 19, 20, and 21 at the BEC in Barakaldo.
Osakidetza's intention is to conduct several phases and calls for this OPE throughout 2026, until all 107 included categories are completed. In total, 5,426 positions are offered, of which 2,160 are newly created. The remaining positions are vacancies resulting from retirements.
This OPE encompasses the processes corresponding to the years 2023, 2024, and 2025. Of the 5,425 positions, approximately 800 will be for medical professionals. Another 1,500 will focus on nursing and its various specialties, representing 40% of the total. As a new feature, this will be the first time that measures agreed upon in the new OPE model are applied, with exams conducted through multiple-choice questionnaires that Osakidetza will provide in advance. The goal is for the selection tests to be more oriented towards assessing professional practice, and the score obtained can be retained for the immediately subsequent selection process.
Additionally, two other OPEs are pending, also scheduled for 2026. One is for Difficult Coverage positions, extended to regional hospitals, and a specific one adapted for people with intellectual disabilities. The latter will have at least 25 positions in the categories of orderly and service operator.
Once all these Public Employment Offers have been held and destinations assigned, Osakidetza's structural workforce would approach 40,000 people. Currently, according to data provided by the counselor in January, it stands at 34,062, after an increase of 2,160 positions.
