Last March 26, the LAB union organized a day of mobilization in at least 29 town halls, where municipal workers in Usurbil gathered under the slogan "EUDEL, no to blockage. Negotiate a new Udalhitz". The unions stated that the Udalhitz negotiation has been blocked since November, with insufficient progress made.
In response to this situation, they initiated a cycle of mobilizations on February 26, warning that they would assess intensifying protests based on the proposals EUDEL presented at the table and the political parties' willingness to negotiate. According to the unions, there is currently little willingness to negotiate, and meetings are being prolonged without results.
The Udalhitz negotiation is blocked and there has been no sufficient progress since November.
Consequently, the LAB and ELA unions have called municipal employees in Álava, Bizkaia, and Gipuzkoa to strike this Thursday, April 9. Regarding the mobilizations, joint concentrations will be held on April 17, two-hour work stoppages (11:00-13:00) on April 23, and full-day strikes on May 14 and June 4.
The unions will demand that EUDEL and the political parties EAJ, EH Bildu, and PSE-EE negotiate improved labor conditions at the Udalhitz and municipal tables. According to their statement, almost a year and a half after the start of Udalhitz negotiations, workers' demands are not on the table, and EUDEL has presented scarce and imprecise content.
The unions denounce that they have gone many years without an agreement to improve labor conditions, and that these are worsening year after year for municipal employees. They have also criticized the acceptance of employment and salary-related measures from Madrid, and agreements that open the door to the precarization and privatization of public employees.
Among the minimum demands agreed upon by LAB and ELA are the recovery of purchasing power for salaries, a minimum wage of €1,500 for subcontracted personnel, no privatization, employment stabilization, 100% working hours in feminized sectors, relief contracts, the right to reduce working hours, Basque language plans, equality measures, reduction of the work week and annual working hours, and improvements in occupational health.
