The Popular Party has denounced the "paralysis" in housing construction in Vitoria-Gasteiz, arguing for "nefarious" management of municipal land amidst growing difficulties in accessing housing.

The Popular Party has denounced the "paralysis" in housing construction by the Vitoria-Gasteiz City Council, claiming that Ensanche 21 has available land to "build 10,000 flats now and it's not moving". The party criticizes the "extreme slowness of the PSOE-PNV in land management and housing construction", at a time marked by "increasing difficulty in accessing housing and a lack of supply".
According to the PP, the City Council has 96 plots, 82 of which are 100% owned by it, with the capacity to build 9,791 homes: 5,658 regulated, 3,566 social housing, and 567 free market. Of these, 62 plots are already urbanized and ready for immediate construction, allowing for 7,701 flats. These plots are located in the sectors of Zabalgana, Salburua, and Arechavaleta-Gardelegi.
Furthermore, there are twenty more developable plots in sector 14 of Salburua, and an additional 14 plots co-owned with other developers through Ensanche 21, with capacity for another 1,016 homes. In total, these 96 plots would allow for the construction of 10,807 homes in the city, according to PP's calculations.

"Very little has been built in the last decade, leading to a significant lack of housing supply and the consequent increase in price and difficulty of access for many families and young people."

The Popular Party has proposed creating lots for the joint sale of land, for both free market and social or regulated housing, "instead of tendering plots in isolation". The aim is to "promote the sale of plots through this mixed formula, make investment more attractive, and ensure the construction of all types of housing".
According to the PP, since Maider Etxebarria became mayor, the demand for social housing (VPO) has increased by almost 68%. This shows, in their opinion, that the mayor is not acting with the urgency required by one of the city's main problems and that "left-wing recipes fail" in housing matters.
