The Vitoria-Gasteiz City Council and the Araba Integrated Health Organization (OSI Araba) of Osakidetza have presented “Mugiaktiboa”, a new Physical Activity Guidance Service (SOAF). This pilot project aims to strengthen coordination between the health and community sectors.
The initiative will run from October 1, 2026, to June 30, 2027. Guidance will be provided at the health centers of Zabalgana, Salburua, and Aranbizkarra II. The project aligns with the objectives of the Basque Health Pact, promoted by the Basque Government's Department of Health, reinforcing a preventive, community-centered, and person-focused model.
The presentation included Maider Etxebarria, Mayoress of Vitoria-Gasteiz, Enrique Bárez, CEO of OSI Araba, and Ana Celia Ramos, coordinator of Physiotherapy in Primary Care for Osakidetza. The main goal is to support inactive individuals in adopting regular exercise, fostering inter-institutional collaboration.
Following referral by healthcare professionals, a qualified guidance counselor with a degree in Physical Activity and Sport Sciences will conduct personalized interviews, assess capabilities and interests, and design a tailored plan. Participants will receive 6 free passes for municipal swimming pools and gyms, plus two additional passes to try specific activities offered by the City Council's Sports Service.
Enrique Bárez emphasized that the program "reinforces our community prevention model" and provides healthcare professionals with "a direct tool to refer patients to qualified exercise professionals, ensuring supervised, safe, and personalized advice."
