The Zarautz City Council, Cooperation Council, and NGOs have launched a campaign to showcase their 32-year journey in development cooperation. Social Policies councilor Jesús Arana stated, "This long-standing commitment has positioned Zarautz prominently in the field of cooperation today."
Arana emphasized that "over three decades, this Council has demonstrated a firm commitment to solidarity, social justice, and international cooperation, steadily building a robust and benchmark public policy." He credited the indispensable work of non-profit organizations and the Zarautz NGO Coordinator for strengthening cooperation policies and achieving real impact through their daily efforts.
Lide Serrano, a member of the Zarautz NGO Coordinator, explained that "in Zarautz, cooperation efforts foster collaboration between the City Council and NGOs, supporting international development projects and promoting citizen participation."
The third pillar of Zarautz's cooperation efforts is the Advisory Council for Cooperation and Development Education, established in 2017. It comprises 13 local NGOs and political representatives and meets three times annually to coordinate proposals and discuss concerns. Iñigo Odriozola, a member of the Cooperation Council, noted that "these forums enhance citizen participation, foster dialogue between institutions and civil society, improve the quality of cooperation policies, and ensure transparency and accountability."
The first cooperation grant call from the Zarautz City Council was in 1994, initially allocating 3,000,000 pesetas. By 2025, the budget for cooperation reached 278,288.73 euros. Since then, over 5,025,007 euros have been dedicated to projects, with at least 0.7% of the budget allocated to cooperation. "We view this not as charity, but from the perspective of social justice," clarified Arana, "as we recognize that part of our well-being stems from global imbalances, and rectifying this, even modestly, is a matter of justice."
This campaign aims to highlight the trajectory of the City Council, the Cooperation Council, and the NGO Coordinator. A communication campaign will be launched to publicize various aspects of development cooperation. To conclude the year, a special event will be held on December 10th, International Human Rights Day, at the Zarautz Modelo Cinema to celebrate this journey. A documentary, produced in collaboration with Zarautz GUKA, will also capture the years of work.
