Getaria to promote 20 public social rental housing units

The Gipuzkoa Provincial Council has definitively approved the Special Urban Planning Plan for the g.00 plot in the Balenciaga urban area of Getaria, which includes 20 social rental housing units, new parking, and accessibility enhancements.

The Gipuzkoa Provincial Council has definitively approved the Special Urban Planning Plan for the g.00 plot within the IV – Balenciaga urban development area in Getaria. This approval, formalized by a decree issued on May 11, 2026, marks the final administrative step before the project's detailed design and execution. The Getaria City Council has already requested the Basque Government to initiate the corresponding procedures.
The primary objective of the Special Plan is to adapt the urban conditions of the Balenciaga area to facilitate the construction of 20 allocated housing units for social rental, alongside new rotational parking spaces and urban accessibility improvements. This project stems from the collaboration between the Getaria City Council and the Housing Department of the Basque Government, aiming to expand access to decent housing opportunities within the municipality.
The planning specifically affects a 527-square-meter plot situated between Herrerieta and Kristobal Balentziaga streets. Currently, the Eskualtxeta Kultur Gunea cultural center occupies this space. However, the new plan envisions the construction of a building comprising two semi-basement levels, a ground floor, and three additional upper floors. The planned 20 allocated housing units will be located on these upper levels.
The project also includes the creation of new underground rotational parking facilities for residents, connected to the existing parking area nearby. Furthermore, the Plan allows for the future development of a passage for an elevator to link Herrerieta and Balentziaga streets, thereby enhancing the municipality's accessibility.
The Getaria City Council initially approved the Special Plan in July 2025. Since then, all necessary administrative and environmental procedures for its final validation have been completed. The Directorate General of Environmental Administration issued a favorable report, and sectoral reports concerning telecommunications and coastal areas were also finalized in recent months.
According to the City Council, this initiative represents a significant step towards "addressing the challenge of housing access in Getaria." This will be the first time the municipality offers public social rental housing, specifically targeting young people and individuals with specific housing needs. Municipal projections indicate that half of the units will be allocated to young people, with the remainder reserved for those in need of housing and women who have experienced gender-based violence.
The rental system will be tied to the income of each awardee, with Etxebide (the Basque Housing Access Service) determining the amounts. The maximum anticipated rent will be 350 euros per month for one-bedroom units and 450 euros for two-bedroom units. Following final approval, the City Council will submit a consolidated text containing all documentation of the Special Plan for registration in the Gipuzkoa Urban Planning Registry.
