The City Council of Leaburu-Txarama has recently begun the first phase of the participatory process to modify its General Urban Planning Plan. A citizen has expressed an intention to build a campsite, which necessitates an alteration to the overall plan.
Last Wednesday, the initial meeting with citizens was held. The document's writing team and municipal technicians were present to explain the project's details. The mayor, Joxe Ramon Eizagirre, reported significant citizen participation, demonstrating interest, though the primary shared concern revolved around parking: «Where will the campsite visitors park? Will there be parking?».
The campsite is intended to be built in a field located beyond the San Sebastian hermitage of Leaburu, on the road to Gaztelu. Concurrently, other «minor urbanization works» will be carried out in Leaburu. Considering the limited space, the plan includes four bungalows and six parking spaces for caravans.
Municipal technicians are now working to address the question of visitor parking. Based on the contributions from the meeting, they will draft a report and make the legally required documentation available to the public. Although the mayor has reservations about the project's future, he believes it presents a valuable opportunity to promote Leaburu and invigorate the town.
Looking ahead, in the second phase, the council will request the initiation of an environmental assessment and submit the strategic environmental document to the relevant environmental body, along with the plan modification. A response is expected within a month. The third phase, following initial approval, will involve public exhibition of the planning document and strategic environmental assessment documentation for objections. Subsequently, a report on the objections will be prepared, justifying the reasons for accepting or rejecting requests or contributions. Furthermore, the Leaburu-Txarama City Council website will provide educational materials and a participation guide, integrating a gender perspective.
Next Monday, June 22nd, they will receive a visit from Denis Itxaso, the Basque Government's Minister of Housing and Urban Agenda, and Jose Ignacio Asensio, Deputy for Sustainability, to view the projects already executed by the council and learn about others in progress.
