Zorrotzaurre Development Progresses with Thousands of New Homes

The island of Zorrotzaurre in Bilbao is undergoing a significant transformation into a future residential hub, with thousands of new homes under construction, including subsidized housing, expected to accommodate around 15,000 people.

The island of Zorrotzaurre, envisioned as a future key area in Bilbao, is undergoing continuous development, with approximately 5,600 apartments projected for the coming years. It is estimated that around 15,000 people will relocate to this area. Subsidized housing, price-controlled, and market-rate homes are being built on the new streets.
This week, the deadline for the latest subsidized housing tender, promoted by Visesa, has closed. This project will be executed on plot RZ-16 and includes the construction of 113 apartments across two buildings, with a shared two-story underground basement. For this development and associated urbanization works, the public company under the Basque Government will invest over 25 million euros.
These 113 homes —19 with one bedroom, 77 with two bedrooms (5 adapted), 15 with three bedrooms, and 2 with four bedrooms— are in addition to the previously announced 66 subsidized rental homes currently under construction on Cargueras street, representing an investment of 12.5 million euros. The delivery of these homes, which will be managed by Alokabide, is anticipated for the second half of 2028.
The public entity will be responsible for over a thousand homes to be created on Zorrotzaurre island, specifically 1,082 apartments. In addition to the construction on Cargueras street, another 57 residential units are under construction on Morgan street. For this urban growth area of Bilbao, the Basque Government has already designed the buildings under its responsibility. Projects include another 528 subsidized rental homes in one development, adding to another with 72 apartments. Regarding price-controlled rental homes, 146 are in project, with 100 residential units in the same situation.
Regarding private developers, the construction company Jauregizar delivered 172 subsidized homes last summer, after more than a year of delay, while 233 price-controlled homes are being built. The price-controlled homes by the construction company Amenabar are progressing well, with 131 apartments in the Zorrotzaurre Enea residential complex. The 33 cooperative-regime apartments promoted by Biurban are in the same state.
One of the largest market-rate housing complexes being launched is Luz Enea, which features 242 homes. The Zubi Barri and Ubide Barri buildings are also underway, each offering 42 market-rate apartments, and the Lyra residential complex has 24 homes. Last autumn, the first of Neinor's developments handed over the keys to new residents of 80 apartments, while the other two buildings by this developer, with 160 homes, are nearing completion. One of the first developments to welcome residents was the 159 apartments promoted by MVRE in Zorrotzaurre Residencial, which began construction in 2019.
