The Basque Government's Department of Housing and Urban Agenda has presented a budget of 504.1 million euros for 2027, a 19.4% increase from the previous year, financed entirely with its own resources after the end of European MRR funds. Minister Denis Itxaso stated that "Euskadi does not retreat when European funds disappear. Euskadi doubles its commitment with its own resources".
83.8% of the budget, amounting to 413.1 million euros, will be allocated to financing the Rental Program. For 2027, the tender for the works of 1,840 protected homes and endowment apartments is planned. Additionally, 83 million will be allocated to economic benefits for the Subjective Right to Housing and 30 million to the Gaztelagun program.
Three key legal reforms will accompany the budgets: the first will allow the allocation of land to the Social Housing Fund to promote 10,000 affordable rental homes; the second will extend the qualification of protected housing built before 2003 in tense areas; and the third will create a public real estate agency to regulate the resale of protected housing among individuals.
Furthermore, the Basque Government will incorporate protected housing into Projects of Superior Public Interest to expedite the development of strategic residential projects, in coordination with municipalities and the future Sectoral Territorial Housing Plan. Itxaso emphasized the need to "transform planning into actually built homes".
By territory, 683 new homes will be initiated in Álava, 1,034 in Bizkaia, and 1,473 in Gipuzkoa. In total, the promotion of 5,174 homes and apartments is planned, combining new developments and those already underway.
Visesa will have a budget of 166.3 million euros and Alokabide 187.1 million. Bizigune will have 55.4 million to reach 8,500 managed homes. Gaztelagun will receive 30 million, and economic benefits for housing amount to 83 million.
