The city of Bilbao currently boasts a network of nearly 80 kilometers of bike lanes (bidegorris), promoting cycling as a sustainable mode of transport. However, adherence to traffic regulations is crucial to ensure safety. Consequently, the Bilbao Municipal Police maintains constant vigilance to ensure cyclists comply with rules on both bike lanes and city roads.
Throughout 2025, municipal officers established 160 control points, meaning a check was conducted almost every two days. These controls resulted in 57 formal proposals for sanctions, indicating that a fine was proposed approximately every six days for various infractions. On average, three cyclists received a proposed sanction at each control point.
According to a question posed by Elkarrekin Bilbao to the City Council, these controls were carried out at various locations, including the Deusto Canal promenade, Uribitarte, the Zubizuri bridge, Amezola Park, Doña Casilda Park, Moyúa Square, Jado Square, the Intermodal Station esplanade, Doctor Díaz Emparanza street, the Ercilla pedestrian zone, Sabino Arana avenue, the Old Town, and the area around the Zorrotza train tracks.
Regarding the specific location of Zorrotza, Elkarrekin Bilbao highlighted that hundreds of cyclists travel daily under the highway bridge towards Enkarterri. The City Council responded that a surveillance post had been set up near the train level crossing, where seven proposed sanctions were issued for various infractions, without specifying their nature. Finally, the local administration clarified that no sanctions were proposed for individuals making unauthorized use of Bilbao's bike lanes.
