Bilbao City Council has launched its first Residencias 2026-Prácticas críticas program, aimed at young people aged 18 to 35 to explore the ethical and social impact of technology.

The initiative is part of the Bilbao Gazte STEAM strategy and aims to support specialized young talent. Two projects will be selected to develop their work between October and December 2026 at La Perrera, a municipal facility that serves as a youth innovation laboratory.
The residencies focus on approaches such as Slow Tech, promoting a conscious relationship with technology; Critical Making, which bridges prototyping and critical thinking; and ethical futures, aimed at imagining more just and sustainable scenarios.
The call for applications is open until June 10 and is aimed at individuals or groups involved in contemporary creation, design, maker culture, or artistic research.
