With one year remaining until the end of the legislature, the Bilbao City Council plenary session has seen some rather unique propositions. From the first ordinary plenary in September 2023 to the last one on March 26, political groups have debated and submitted 322 proposals aimed at improving the city, though not all have received majority support from the corporation.
Amidst more complex or contentious initiatives, some curious proposals have also emerged. For instance, the revival of the pig fair was suggested last February, motivated by its tradition until the Civil War and post-war period when it was suspended. The initiative sought to integrate this event into the Bilbao Basque Fest, but most councilors rejected the proposal.
This year has been particularly prolific in proposals related to flora and fauna. In the last plenary, a political group's initiative to organize an annual congress for plant producers, distributors, and enthusiasts was debated. An amendment from another group proposed including a space dedicated to marijuana at this gathering. A councilor from the Economic Development, Commerce, Tourism, and Employment department stated that it was unnecessary to include this event in the city's calendar, adding humorously that the Spannabis fair, taking place at BEC from April 17 to 19, already caters to marijuana enthusiasts.
During the January plenary meeting, pets took center stage with a proposition calling for the creation of a canine and feline blood bank at the municipal kennel to save other animals. With the exception of votes in favor from one political group, the initiative was rejected, citing, among other arguments, the high cost of maintaining such a blood bank.
The start date of Aste Nagusia also reached the plenary last October. The proposal requested that Bilbao's festivities always coincide with the last week of August, a situation that will occur this year. A councilor argued that this decision could lead to “greater public attendance, focused on tourism.” In 2025, despite lower attendance compared to other editions, Aste Nagusia gathered over 1.5 million people during its nine festive days.
Bilbao's more than 700 years of history are reflected in publications like the Bilbaopedia-Enciclopedia Digital del Bilbao Metropolitano. As it disappeared from the internet, a political group submitted a proposition on September 25, 2025, advocating for these texts to become part of the municipal website and be accessible to all citizens. An amendment from the government team, along with a political group, was unanimously approved by all members of the Bizkaian capital's corporation, allowing these documents to be consulted online.
The Battle of Bilbao, between June 13 and 19, 1937, resulted in thousands of deaths during the Civil War. In September 2025, a proposition from a political group, through an amendment from the government team, urged the creation of an inventory of the shelters in the city during the war and to study the possibility of enabling the best-preserved one for visits. Furthermore, it was noted that a virtual museum would be launched to recover and make visible the historical memory of the Civil War and the Francoist dictatorship. With the exception of one political group's abstention, the rest of the municipal corporation approved this initiative.
International politics has also left its mark on the municipal plenary. The Venezuelan elections of July 28, 2024, were discussed in the first plenary of last year through a proposition from a political group requesting the recognition of a figure as the legitimate president. During this debate, division within the government team was evident, as the socialist group presented an amendment calling for work towards the fundamental freedoms of the Venezuelan opposition. This addition was rejected by several political groups, while the original proposition received support from others.
The genocide being committed by a state against a people following the October 2023 Hamas attacks passed through the June 2024 plenary via a proposition from a political group for the city to twin with Gaza and Ramallah. However, the government team added an amendment urging to “strengthen solidarity” with the Palestinian people and explore possible avenues for dialogue with Gaza and Ramallah to “identify potential collaborations,” all within the framework of the Bilbao City Council's IV Master Plan for Development Cooperation 2022-2030. This amendment was approved by an absolute majority with the support of several political groups, while others abstained.
