The effects of climate change are increasingly noticeable in the streets. In fact, for this Sunday, Aemet has issued an alert for the probability of reaching 43 degrees in Bilbao. Given these circumstances, finding refreshment spots in the city center is an alternative many people seek. Therefore, the Bilbao City Council has given the green light to the Heat Plan that will govern during the 2026-2035 period.
This transversal proposal aims to mitigate the estimates from the Basque Government, which indicate that by 2050, heatwaves could account for about 30% of summer days, increasing to 50% by the end of the century. The strategic document outlines the lines of action to be implemented based on the activation of risk levels, as each measure is linked to these alerts.
From the City Council, the consolidation of the network of climate shelters is proposed, as well as the creation of a map of shaded pedestrian routes connecting to these shelters. The map of climate shelters includes both open and closed spaces. Thus, municipal infrastructures are also a focus of this plan, urging the improvement of comfort in sports centers, educational centers, and other municipal public spaces, such as libraries.
Beyond responses within closed buildings, more water fountains and new urban beaches will be installed. Another cornerstone is the strengthening of nature-based solutions, with more trees and green areas.
The Bilbao City Council will also create a map to identify urban areas most exposed to heat. It will reflect thermal stress and risk against high-temperature episodes, with an emphasis on attention to minors, at-risk groups, the elderly, or street workers.
