The Basque Government has launched a call to select the manager for a new advanced infrastructure investment program, with a minimum of 400 million euros, as part of the Euskadi Eraldatuz 2030 strategy.

The Basque Financial Institute (IVF) has published the guidelines for selecting a manager who will design and administer a new Program for Investment in Advanced Infrastructures, with a minimum allocation of 400 million euros. This initiative, promoted through the IVF's Indartuz Capital, is part of the Euskadi Eraldatuz 2030 plan. The deadline for submitting applications will be October 13, 2026, following its publication in the Official Gazette of the Basque Country (BOPV).
This program marks a milestone in public-private collaboration in the Basque Country and in the development of the Transformational Investments Plan. The Basque Government aims to strengthen the region's investment capacity in areas deemed strategic for economic development in the coming decades.
The public-private collaboration model will direct investment towards assets that accelerate the energy transition, strengthen European strategic autonomy, and promote digitalization and advanced connectivity, with the goal of consolidating the competitiveness of the Basque industrial fabric.
Investments can be channeled into a wide range of advanced infrastructures, including projects related to clean energy, digital networks and infrastructures, scientific-technological centers, sustainable transport, and advanced logistics, among other assets considered critical for the future of the Basque and European economy. The strategy seeks to combine already efficient infrastructures capable of generating stable cash flows with new development projects offering long-term growth potential.
The program's ambition is reflected in its financial dimension, with a minimum target of 400 million euros to build a diversified portfolio of assets capable of undertaking significant operations and generating sustainable returns.
The IVF will act as an investor through Indartuz, planning to contribute between 25% and 49% of the total commitments of the selected vehicle. The objective is to mobilize additional private investment. Furthermore, the program requires that a volume of resources equivalent to at least the commitments undertaken by members of the Basque Financial Alliance be channeled towards Basque-related investments. At least 50% of the total assets will be invested in assets and infrastructures linked to the Basque Autonomous Community (CAPV), aiming to create a tangible and measurable impact on the Basque economy.
This call is integrated within the Euskadi Eraldatuz 2030 strategy, which articulates the Basque Government's commitment to the economic and industrial transformation of Euskadi, within the framework of the Basque Financial Alliance. The Basque Government has committed to allocating 1 billion euros in public investment to mobilize 3 billion euros in private investment, with a particular focus on industry, innovation, and business anchoring.
Since its launch in October 2025, Euskadi Eraldatuz 2030 has advanced in expanding its initiatives, including strengthening Finkatuz and Indartuz, the Debt Fund for Productive Transformation, the Scalability Investment Program, Hazten and Ezten II, as well as new direct financing lines for industry. The launch of this call to select the manager for the Program for Investment in Advanced Infrastructures represents a further step in the development of this strategy.
