Bilbao City Council has today approved the budget project for the upcoming fiscal year 2027, amounting to 797 million euros, a 6.1% increase from the current year 2026. This marks the highest figure in the history of the Bilbao council. The Councillor for Finance, Carlos Urgoiti, explained that the global amount for 2027 is 797 million euros, compared to 751 million in 2026, representing an increase of 46 million euros. This growth is attributed to higher revenue from the Foral Treasuries and compliance with Fiscal Rules.
Among the key figures, the UDALKUTXA fund will receive 491 million euros (28 million more than in 2026), and the TOURISM TAX will be included for the first time, with a forecast of 11.2 million euros. Furthermore, no credit operations are planned, maintaining zero debt.
Within the REVENUE chapter, in addition to Udalkutxa (which represents 62% of the total budget), 265 million euros are expected from municipal taxes and fees (33%) and 41 million euros from other income (5%).
In the EXPENDITURE section, investment in basic public services (cleaning, lighting, public transport, social services, sanitation…) will increase to 384 million euros (27 million more than in 2026), and municipal public investment will be 141.3 million euros (an increase of 8.7 million). Expenditure on municipal staff/personnel amounts to 214.6 million euros (11.6 million more).
The 2027 budget increase will be reflected across various areas, notably in the departments of Public Works and Services, Culture and Governance, Social Action, Security, Education, Equality and Festivities, Housing, and Human Rights, Coexistence, Cooperation, and Interculturality.
The budget will also include a Participatory Budget for projects chosen by citizens, with an investment of 2.101 million euros for 20 selected projects out of 56 proposals. The budget also incorporates a report analyzing its alignment with the Sustainable Development Goals (SDGs) of Agenda 2030.
The budget project has officially begun its processing today. It will be published on the website Bilbao.eus and submitted to the District Councils. On November 9, 10, and 12, councillors will present their departmental accounts. The initial debate and approval of the project will take place on December 1, with final approval on December 30.
