Ordizia Town Council Gives Initial Approval to Housing Plan

The Ordizia Town Council has given initial approval to its Housing Plan during the April plenary session, establishing a strategic framework for the next three years to ensure access to decent and affordable housing for all citizens.

The initiative received votes in favor from EH Bildu, EAJ-PNV, and PSE-EE, with the abstention of Ordizia Orain-Elkarrekin Podemos. This plan aims to organize and guide the municipality's housing policies over the next three years, with the primary goal of guaranteeing that all residents have access to dignified and affordable housing.
The project emerged in connection with the request to be declared a stressed municipality. During the process, a housing diagnosis was carried out in Ordizia, revealing the reality of housing access in the municipality. This study highlighted that the problem is particularly severe among young people, low-income individuals, women, and the foreign-born population.

"We are already aware, it is a confirmation of the problem we have in accessing decent and affordable housing, especially among young people. From there, this Housing Plan includes concrete actions to reverse this situation, modify it, or at least address it from different perspectives."

The Housing Plan aims to create the necessary conditions to propose, agree upon, and implement public policies that respond to housing needs, with the premise that citizens allocate a maximum of 30% of their income to housing. To achieve this, it is structured around four main axes:
The first axis focuses on promoting affordable rental housing, by increasing the stock of protected housing, strengthening the rental supply, and mobilizing vacant homes. The second addresses aid aimed at improving the existing housing stock through building rehabilitation and urban regeneration, primarily for rental purposes.
The third axis foresees actions for the improvement of the building stock and urban regeneration, promoting, among other measures, changes in the use of vacant premises and the adaptation of homes. It also contemplates strengthening the system of benefits and rental aid, especially aimed at facilitating youth emancipation and protecting vulnerable groups.
Finally, the last line of action focuses on strengthening governance and inter-institutional coordination, establishing appropriate mechanisms for monitoring and evaluating the plan and reinforcing collaboration with other institutions. This plan is directly related to the General Urban Planning Plan (PGOU) and will serve as a basis for incorporating a more comprehensive vision into the municipality's housing policies.
Following the initial approval of the plan in the Plenary, a period of public exhibition has been opened for citizens and interested parties to submit their contributions. If no allegations are presented, the plan will be considered definitively approved.
