Eibar Launches New Digital Budget Viewer to Promote Transparency

The City Council introduces an interactive platform allowing citizens to easily explore municipal revenues, expenditures, and public policies.

The Eibar City Council has launched a new digital municipal budget viewer, an interactive tool designed to provide citizens with clear and accessible information on how the council is financed and how public resources are invested, as part of its commitment to transparency and open government.

This new tool, available at presupuestos.eibar.eus and in Basque at aurrekontuak.eibar.eus, was developed by Dynamic OpenGov Technologies S.L. It replaces the previous platform created in 2017 by the CIVIO Citizen Foundation, with the clear aim of breaking down the barrier that has traditionally separated citizens from budget documents, which are often complex and difficult to understand for non-experts.
The platform transforms dry figures into comprehensible information through interactive graphics, dynamic visualizations, and downloadable data, offering a complete overview of municipal accounts. It allows exploration of the budget from three main perspectives: how revenue is generated (economic classification), what is spent on (breakdown by chapters and concepts), and why it is spent (distribution according to public policies and areas of municipal action).
One of the viewer's most notable features is the ability to navigate between different levels of detail within each category, allowing users to delve as deeply as they wish into the information. Additionally, the tool includes comparisons between annual fiscal years and indicators such as per capita spending, facilitating the monitoring of budget item evolution over recent years.

Jon Iraola, Mayor of Eibar, emphasized the significance of this initiative within the framework of the institutional commitment to transparency. Meanwhile, Vanesa Hortas, Councillor for Open Government, highlighted the improvements this new platform offers over its predecessor, stating that it allows budget information to be presented in a more visual and intuitive way.
This new viewer also complies with regulations on the reuse of public sector information. All data available on the platform can be downloaded in reusable formats, opening the door for analysis by researchers, journalists, associations, or anyone interested in delving into the accounts of the 'armorer city'.
