Donostia City Council believes it is not the time to change taxi regulations under Uber's pressure

The local government considers it an inopportune moment to introduce changes in the taxi service's operation due to the pressure from Uber's arrival.

The San Sebastián City Council has stated that it is not the right time to address changes in the city's taxi service operations, due to the pressure that Uber's arrival has generated in the sector.

The delegate councilor for Mobility, Olatz Yarza, pointed out that Donostia taxi drivers are already under enough pressure with Uber's emergence, and that solutions must come through other channels. She added that the council does not aim to displace Uber and has welcomed the increased supply brought by the multinational.
However, the councilor reiterated that the urban services provided by VTC vehicles working with the platform do not comply with regulations, and that Uber must be brought into line. Yarza recalled that the municipal government has never denied the evident deficiencies of the taxi service in Donostia.

Opposition groups, PP and Elkarrekin Donostia, questioned the municipal government. The PP, through councilor Tomás Pascua, proposed measures such as being able to hail a taxi outside a rank or allowing more than one driver per license. Pascua argued that Uber's arrival made it the opportune moment to act, as taxi drivers need to improve their service to compete.
For her part, Elkarrekin Donostia councilor Arantxa González urged the municipal government to be more proactive in controlling Uber's activity and recording irregular journeys. Yarza responded that, as the City Council lacks sanctioning power, they did not consider it effective to have someone counting VTC journeys daily. She recalled that the City Council had already sent a request to the Bizkaia Provincial Council (which grants licenses) to monitor and sanction urban journeys, but the latter replied that it was the responsibility of the Gipuzkoa Provincial Council.
Yarza regretted that in Bizkaia, the Provincial Council and municipalities like Bilbao have an action protocol for this situation, but they do not have one with the Gipuzkoa Provincial Council. Furthermore, she confirmed that the 308 taxi licenses granted in Donostia are active.
