As approved today by the Governing Council, the Basque Government will allocate over 20 million euros in subsidies within the framework of the 2024-2028 Strategic Subsidy Plan (PES). This economic investment aims to strengthen health promotion, disease prevention, addiction care, the advancement of health research and innovation, professional development, and pharmaceutical provision, with a special focus on people and local environments.
Within the planned aid lines, a significant portion will be directed to programs managed in collaboration with municipalities and local areas, reinforcing community action, prevention, and the promotion of healthy lifestyles. This plan is part of the Euskadi 2030 Health Plan, which promotes the “health in all policies” approach and establishes equity and prevention as fundamental pillars of public action.
Furthermore, the Governing Council has approved 3.2 million euros to boost strategic vocational training projects in subsidized centers during the 2026-2027 academic year. These subsidies aim to encourage active participation of centers in projects that contribute to the transformation and improvement of the Vocational Training system in Euskadi, in areas such as applied innovation, active entrepreneurship, digitalization, and the new model of Vocational Training centers.

In addition, the Basque Government will allocate one million euros to museums and collections registered in the Registry of Museums and Collections of Euskadi, to finance cataloging, digitalization, exhibition renewal, and educational activities. These activities must start and end in 2026. A call for subsidies of 600,000 euros has also been approved for the organization of cultural festivals in 2026, covering music, performing arts, literature, audiovisuals, and visual arts, with programs to be developed in the Autonomous Community of the Basque Country between January 1 and December 31, 2026.
Regarding youth emancipation, the Governing Council has approved a collaboration agreement between the Basque Government and the Mancomunidad de Enkarterri to implement a comprehensive pilot project in the region. This initiative seeks to offer a practical response to the demographic challenge in Euskadi, deploying a support model for young people aged 16 to 34 who reside, study, or work in the area, or wish to do so. The total investment will be 873,000 euros between 2026 and 2028.
Finally, the Governing Council has greenlit an agreement between the National Social Security Institute (INSS), the Social Institute of the Navy (ISM), and Eustat for the exchange of statistical information on pensioners. The signing of an agreement with the Vitoria-Gasteiz City Council has also been authorized for the adoption of dogs from the Animal Protection Center, with the aim of assigning them to the Ertzaintza Canine Unit.
