This initiative aims to provide a practical response to one of Euskadi's major demographic challenges: creating real opportunities for young people in rural areas. The goal is for youth to have the chance to stay, return, and develop their life projects within the territory.
The project will deploy an integrated support model for young people aged between 16 and 34 who live, study, or work in the region, or wish to do so. A face-to-face support service will be established, connected to the Basque Government's GAZ service, to offer personalized information, guidance, advice, intermediation, and accompaniment in areas such as housing, employment, training, mobility, and social resources.
Alongside this service, the initiative includes the implementation of the Enkarterri Gaztea 2025-2028 Regional Youth Plan, which comprises 27 measures structured around three axes: emancipated youth, active youth, and participatory and committed youth. All these resources are expected to function in a connected manner, with an integrated vision and direct participation from young people.
The action will involve a total investment of 873,000 euros between 2026 and 2028. Of this amount, the Enkarterri Commonwealth will contribute 567,000 euros, representing 64.95% of the total, while the Basque Government will finance the remaining 306,000 euros, or 35.05%.
The Basque Executive intends for this experience to provide valuable lessons for other municipalities and regions in Euskadi. Enkarterri will serve as an innovation laboratory for public youth policies, with a model that will be evaluated, systematized, and scaled to pave the way for the creation of the Basque Network for Youth Emancipation.
This initiative is framed within the Youth Law 2/2022 and the Basque Government's commitment to accelerate, in collaboration with city councils and provincial councils, the implementation of resources that provide young people with information, guidance, and personalized support for their emancipation.
