In the Basque Parliament, the PNV's bill aimed at protecting language requirements has progressed, supported by the abstention of EH Bildu. The coalition stated that "lack of agreement is not an option" and abstained to "continue negotiating," although they have not clarified their final stance for the plenary session on June 25th.
Both initiatives aim to provide legal certainty to public administrations amidst the "judicial offensive" concerning Basque language proficiency. The PNV's proposal has faced opposition from the PP, PSE-EE, Sumar, and Vox. However, EH Bildu decided to allow it to proceed to facilitate ongoing negotiations with the PNV. Josu Aztiria, a member of the Basque Parliament for EH Bildu, emphasized that despite being "critical" of the PNV's proposal, they must "opt for agreement," which will enable continued dialogue.
EH Bildu proposes making language proficiency a mandatory requirement for all positions, whereas the PNV advocates for removing the general index of obligation and granting greater autonomy to each administration. Jurist Iñigo Urrutia has analyzed both proposals, expressing doubts about the PNV's proposal's effectiveness in resolving current legal uncertainty and warning of the risk of imposing an "excessive burden" on municipalities. Regarding EH Bildu's initiative, he considers it a "solid proposal" that would provide "great predictability" to the system.
