Basque Government Approves €2.25 Million Aid for Euskera Learners

Students can recover part or all of their enrollment costs based on their accredited language level.

The Basque Government's Council of Ministers has approved a €2.25 million aid line, enabling citizens who learn Euskera in the 2025-2026 academic year to recover part or all of their enrollment costs.

Through this initiative, students who pass or certify HABE levels will be able to recover part or all of their enrollment costs across all levels, from A1 to C2. The amount of aid will depend on the level achieved or certified, and in some cases, it may cover the full cost of enrollment; for instance, maximum aid will be €1,000 for the B2 level.
To access these grants, participants must be enrolled in an euskaltegi or an approved self-learning center registered with HABE and successfully pass or certify the corresponding level.
Applications can be submitted in two phases during 2026. The first phase deadline will be from the day after the resolution is published until August 3rd, and it will be open to students who have passed or certified a level between July 1, 2025, and July 31, 2026. The second application period will run from September 1st to November 3rd, 2026, for students who have passed or certified a level between August 1st and October 31st, 2026, as well as those who could not apply in the first phase.
These measures are part of the comprehensive strategy the Basque Government has been developing in recent years to promote the euskaldunization of adults and move towards free Euskera learning. The government has implemented a progressive policy to reduce economic barriers to learning Euskera, with the clear goal of providing more citizens with a real opportunity to learn the language and acquire proficiency.
Through these grants for passing levels, students can recover a significant portion or the entirety of their enrollment fees upon successful completion or certification of levels (A1 to C2). Additionally, young people aged 16 to 18 can study at the C1 level almost for free. The AISA program offers welcome and initial Euskera exposure to newcomers from abroad. Systems to reduce enrollment costs for A1 and A2 levels are also in place, which will eventually replace the 'Euskera Vouchers'.
Over the last five years, the Government has allocated €25.1 million to Euskera learning affordability policies, benefiting 500 individuals, and these measures have directly impacted euskaltegi enrollments. The progression in initial levels has been particularly notable: after introducing free A1 level tuition, the number of people passing this level increased by 44% in a single academic year. Furthermore, C1 level enrollments have grown by 24.6%, A1 by over 30%, and A2 by approximately 19% in recent years.
The new strategy aims not only to encourage more people to start learning Euskera but also to support their continued studies and acquisition of daily usage skills. Consequently, the Basque Government is reorganizing its adult euskaldunization policy to foster continuity, usage, and autonomy beyond mere access. In line with this, a new funding model for municipal euskaltegis between HABE and Eudel (Association of Basque Municipalities) was also presented recently, aimed at providing greater stability to the entire adult euskaldunization system.
