According to the PISA 2025 report, Euskadi has seen a significant drop in reading competencies, losing 47 points. The results show that Euskadi's average is 404 points, considerably lower than the national average (451 points), as well as the averages for the European Union (459 points) and the OECD (461 points). Euskadi ranks among the lowest in reading, with only Ceuta and Melilla scoring lower.
This test not only measures reading comprehension but also assesses the ability to find and interpret information, relate ideas within a text, establish connections between different sources, and critically evaluate what has been read. Indeed, the OECD has highlighted that the decline in PISA 2025 has been particularly noticeable in the "capacities for evaluating information, linking multiple sources, and reading critically".
Furthermore, in the Basque Country, this downward trend has also been observed in mathematics and science results. In mathematics, 460 points were achieved, 22 points less than in 2022 (482 points). In science, 459 points were obtained, approximately 21 points less than in the previous edition (around 480). However, the result in mathematics remains above the national average, while the science score falls below it.
Following these results, the Basque Government has announced its decision to make reading a priority area of action. It has stated that it will identify and disseminate reading practices that are yielding good results in educational centers; review the linguistic projects of schools; analyze evidence on the educational use of digital resources; and evaluate the evolution of measures in the 2027 census evaluation.
