PSE Proposes Modifications to Atzietas Urban Development Project

Socialists in Hernani express concern over potential deterioration of the area and present proposals to mitigate negative impacts.

The PSE-EE in Hernani has put forward proposals to amend the housing development project in Atzietas, following public concerns and aiming to lessen its environmental and heritage impact.

The PSE of Hernani has submitted a series of modifications to the housing development project in Atzietas, located between Goiz Eguzki and Portu, covering the entire hillside. Aware of public concern and after listening to complaints from residents who participated in two informative sessions organized by the City Council, the socialist group has put forward proposals to try and reduce the negative effects that the construction of buildings could entail in the area.
It should be noted that the PSE of Hernani had already proposed, in the Municipal Budgets for 2026, the initiation of a participatory process involving citizens and various stakeholders.

"After confirming the neighborhood's discomfort due to the lack of participation and listening from the City Council, we consider it necessary to propose this participatory process to somehow channel the situation, making it clear that the Socialist Party agrees with the urban development of that area, but we must work on how it is developed."

In this process, citizens have expressed their concern about the deterioration that the area will suffer, both for the natural environment and the possible risk of destruction of historical heritage that might be found, as well as the visual impact on the Kaxko due to the height of the buildings.
For this reason, the PSE-EE has requested the technical service of Urban Planning of the City Council to study the possibility of transferring urban development rights to another future development area in Hernani, without renouncing those rights, that is, to the homes or premises that would correspond to the City Council by law.
In this way, according to what was proposed by the socialists, the Consistory would transfer these rights so that the buildings to be constructed have a lower height and thus a lesser impact on the area, especially the building projected in the intermediate part of the development.
Similarly, the Socialist Municipal Group has also proposed studying the possibility of moving the garages projected in the building to be constructed in Atzietas Kalea, in the highest area, to the block that would remain in the middle. This modification would allow that, in the Atzietas Kalea building, as the ground floors would be empty, they could be used to build homes, and the height of the projected building would be reduced, having one less floor than planned.

"We have reached these possible solutions after listening to the neighbors in the participatory sessions. Now it is up to the technical services to determine their viability and method of execution. If there are no impossible temporary or economic impediments, their development will depend on political will. It is fundamental to demonstrate that public institutions are there to change things and protect the most vulnerable. We cannot act against the opinion of citizens, because then we would increase people's distrust in politics."
