The Port of Pasaia has unveiled its Strategic Plan 2025-2030, with the ambition of becoming a key logistics hub in the Atlantic Axis. This plan outlines an investment of 52.5 million euros until 2030, aimed at modernizing its infrastructure, optimizing railway connections, and achieving sustainability goals.
Among the notable investments is the incorporation of new railway gauges, including the international gauge, through the third rail between Astigarraga and Irun. Currently, the port operates with Iberian gauge, and efforts are underway to extend the gauge used by Eusko Trenbideak. Port officials have highlighted that it is uncommon to have three different gauges in the same port, which will enhance its competitiveness.
The strategic plan projects a 25% increase in cargo traffic, rising from 3.37 million tons annually to 4.2 million by 2030. Additionally, 270 new jobs related to port activity are expected to be created in the next five years, bringing the total workforce to 1,600 people. The railway share is also expected to reach 10% of cargo movements.

Measures to improve intermodality include the creation of the Lezo logistics platform, known as a “dry port.” This project stems from a protocol signed in 2020 between the Basque Government and the Ministry of Transport, and currently, the Basque Government's Department of Transport and Sustainable Mobility is conducting an informative study. This project will contribute to increasing the port's competitiveness and efficiency.
Furthermore, the plan aims to improve the relationship between the Port of Pasaia and its urban environment by establishing a permanent technical forum with local authorities. The goal is to achieve complete coordination in urban planning actions and foster a new model of collaboration between administration and businesses.
