The meeting focused on three lines of work: the demolition of the former prison, the transfer of municipal land to the Basque Government, and the preparation of an agreement to manage the urbanization and coordinate the developments by Visesa and Casa 47. These steps will allow progress in the second phase of Txomin Enea and complete the integration of these lands into the neighborhood.
The Minister of Housing and Urban Agenda of the Basque Government, Denis Itxaso, presented the technical demolition project of the old prison to Minister Isabel Rodríguez. Casa 47, the state public housing entity, is expected to lead and execute the demolition once the necessary administrative and technical procedures are completed. The execution budget for the demolition is €3,626,005.93 (excluding VAT), and the project drafting fees amount to €118,470.45 (also excluding VAT), totaling €3,744,476.38 before taxes.
The demolition will allow the recovery of the state-owned land of the former prison for residential development. The project also includes a study by the Aranzadi Science Society on the prison's repressive role during Franco's regime and the transition, proposing the preservation of a representative architectural element or the installation of a commemorative plaque.
The meeting confirmed the transfer to the Basque Government of all municipal land within the Txomin Enea II area, representing approximately two-thirds of its surface. The remaining third corresponds to the land of the former prison, which is state-owned. This land contribution will enable a joint action between Visesa and Casa 47, and the planned 400 homes will expand the supply of protected and affordable housing in Donostia.
The next step for the City Council will be the approval of the parceling project, which will be presented to the Local Government Board next Tuesday, the 10th, for initial approval. Following this, negotiations for the land parcels will begin with the regional government.
The urbanization and transformation of the area has a preliminary estimate of approximately €14.5 million, a figure that will be finalized with the drafting of the urbanization project. General urbanization works are estimated at around €7.5 million, and the electrical connection at approximately €350,000. Additionally, a charge of €1.5 million is foreseen for a portion of the cost of the Espartxo bridge and the river park.
Visesa has already incorporated into its 2026 Program Contract the planned investment for building the homes it will promote in Txomin Enea II, allowing for the preparation of residential investment in parallel with urban planning procedures.
The three administrations have addressed the preparation of a collaboration agreement that will define the management and execution model for the area, establishing the responsibilities of each entity, the distribution of urban planning costs, and coordination mechanisms.
