The sovereigntist coalition has pointed to the latest announced investments in the audiovisual sector as an example of this lack of coordination. This is because both the Provincial Council of Álava and the Provincial Council of Bizkaia have announced projects in Amurrio and Orduña, respectively. "It makes no sense to launch two projects less than ten kilometers apart, under the control of two different directorates and competing in the same area," stated Eva Lopez de Arroyabe, spokesperson for EH Bildu in the General Assemblies of Álava.
The Provincial Council of Álava announced in April 2025 its intention to promote an audiovisual hub, "with the aim of attracting film shoots and revitalizing the sector." To this end, it purchased an industrial pavilion of 1,100 square meters in the Maskuribai industrial estate, investing 600,000 euros. Furthermore, it allocated another 400,000 euros to launch a center linked to audiovisual productions in the Refor industrial park. The Provincial Government included the investment within the Strategic Plan of Aiaraldea.
EH Bildu has recalled that the Provincial Council of Álava boasted about having gotten ahead of its Biscayan counterpart, which at the time was looking for a similar pavilion. However, just a week after the Provincial Council of Álava made the investment in Maskuribai, Elixabete Etxanobe, General Deputy of Bizkaia, announced a similar project in Orduña.
In March, the Provincial Council of Bizkaia announced that it will allocate 4.6 million euros to adapt the buildings and land of the former Sisters of Charity school in Orduña. The project has been framed within the Bilbao Bizkaia Audiovisual HUB project, and it will have a second headquarters in Punta Zorroza, Bilbao.
With these figures in hand, EH Bildu has announced that it has registered a series of questions to "ascertain how both projects will be financed within the framework of the Aiaraldea Regional Strategic Plan and, above all, what mechanisms will be established to coordinate both projects."
The coalition has repeatedly emphasized the need for coordination between the Biscayan and Alavan municipalities of the region, and has frequently proposed the creation of "a body that brings together all the municipalities of the natural region and also economic and social agents." EH Bildu has also warned of this deficiency in industrial development, for example, in the creation of the table to address the industrial future of Aiaraldea.
