The Care Council of Gernika-Lumo launched its first Care Action Plan in September 2026, an initiative based on a 2025 diagnosis to address the needs of caregivers and care recipients.

The process will involve four reflection sessions with key municipal stakeholders. The goal is to respond to identified needs, analyze the current situation, and define proposals for improvement. Additionally, a fifth meeting is scheduled for November 18th to exchange experiences with other municipalities in the Basque Autonomous Community (BAC).
The entire process is fully funded by the Gernika-Lumo City Council and supported by Emagin Elkartea. The Care Council includes representatives from the pensioners' movement, Sare Feminista, the Ideasur association, community nursing professionals, the City Council, political parties, and trade unions.
The 2025 diagnosis highlighted four main issues: the unequal distribution of care (primarily falling on women), precarious working conditions for caregivers, the essential role of migrant women in domestic care, and the inadequacy of public services. The plan aims to strengthen the public and community dimensions of care.
A key focus will be improving coordination among care sector stakeholders, fostering necessary structures and networks for collaboration. The Council hopes the plan will be a shared initiative by all residents and workers in the municipality.
