Starting in 2027, switching between different public transport modes in Bizkaia will be free of charge. The Provincial Council has announced the elimination of transfer costs between all operators, a measure intended to encourage public transport use and improve network integration.
The General Deputy, Elixabete Etxanobe, explained that the objective is to integrate Bizkaia's public transport, which is considered high-quality, to function as a single service, allowing buses to reach areas not served by rail. The renewal of Bizkaibus concessions will be used to enhance interoperability with the metro and train.
Another significant change planned for 2027 is the reduction of fare zones, from the current five to three, which will lead to lower prices. The Council estimates that this adjustment, along with free transfers, will represent an annual cost of approximately 7.5 million euros.
The Council is working on a new model of personalized progressive fares, which will consider each user's income, usage, and other variables. However, the project's technical complexity is delaying its implementation. The aim is to have income and usage brackets agreed upon by February 2027, with the intention of implementing the economic variable first, followed by others.
Furthermore, the process of establishing the Bizkaia Mobility Authority (AMB), an body to coordinate administrations with public transport responsibilities, is underway. Although the need for this authority has been discussed since 1993, there are still no defined timelines for its launch.
