Basque Government Launches Administrative Transformation with New Public Employment Offers (OPEs)

Recruitment processes announced for 1,790 positions across 15 categories to address generational change and strengthen public services.

The Basque Government has begun its administrative transformation process, announcing 1,790 new positions across various categories to manage generational change.

The Basque Government has initiated its administrative transformation process, launching several Public Employment Offers (OPEs) for the General Administration of Euskadi. In total, 1,790 positions will be filled initially, distributed across 15 job categories and 44 scales. This initiative aims to address the generational turnover expected in the coming years and strengthen public services.
The organization Opebask provides training courses for candidates preparing for these competitive examinations. The curricula cover general administration topics, as well as specializations for penal execution assistants and the superior facultative body of the penitentiary administration, utilizing real-life cases, outlines, and mock exams with official questions from previous years.
Regarding penal execution assistant positions, the Basque Government seeks to expand the employment pool for the penitentiary centers in Álava (Nanclares), Bizkaia (Basauri), and Gipuzkoa (Martutene). These roles fall under sub-group C1 and require at least a Baccalaureate or Technician title. Their duties include internal surveillance, monitoring inmate conduct and discipline, maintaining cleanliness, and participating in rehabilitation tasks.
Furthermore, 8 positions have been announced for the Superior Facultative Body of the penitentiary administration, within the Special Administration scale, belonging to group A1. A university degree (bachelor's, master's, engineering, or architecture) is required. The registration period is open until June 1st, and the selection process will include an opposition phase and a merit-based evaluation phase, with Basque language proficiency also being assessed in certain roles.
In addition to these two specific calls, the Basque Government has other ongoing selection processes for various positions, including autopsy assistants, dock masters, occupational risk prevention technicians, public health personnel, pharmacists, doctors, psychologists, social educators, nurses, and laboratory and maintenance staff, categorized under groups A1, A2, B, and C1. Opebask also offers preparation for these exams.
Opebask, an academy operating since 2011, trains candidates with active civil servants in Vitoria-Gasteiz, Bilbao, and San Sebastián. It offers specific groups for OPEs from various institutions, including the Provincial Council of Álava, the Vitoria-Gasteiz City Council, Osakidetza (Basque Health Service), the Department of Education, Justice, Correos (Postal Service), and Central Administration.
