“"This expansion aligns with the Bilbao Bizkaia Audiovisual Strategy, which the Provincial Council of Bizkaia and the Bilbao City Council have recently presented. The strategy's objective is to strengthen the entire value chain of the sector, from content creation and development to production, post-production, distribution, and the implementation of new creative technologies, and to consolidate the territory's international positioning with the new infrastructures and filming areas of Punta Zorrotza and Orduña."

The Provincial Council of Bizkaia has launched the 2026 edition of the 'Bizkaia Sortzailea' program, aiming to support cultural and creative industries by increasing its budget to 650,000 euros and broadening the range of eligible activities.
This program is designed to encourage the creation of new creative businesses, innovative projects for activity diversification, initiatives to enhance competitiveness, and sectoral projects promoted by associations, professional colleges, and clusters. The deadline for submitting applications is May 15.
Within the audiovisual field, including cinema, the program now covers screenwriting and film directing, casting companies, subtitling and dubbing, set design, location scouting, lighting, sound and cameras, costume design and makeup, and the assembly of mobile filming stations. This expansion aligns with the Bilbao Bizkaia Audiovisual Strategy, which aims to strengthen the entire value chain of the sector.
Furthermore, 'Bizkaia Sortzailea' has specifically included stakeholders in the music sector, such as music creation and composition companies, recording, mixing, and mastering studios, and companies responsible for the technical production of shows and events. It has also given greater prominence to video games, fashion, and design in various aspects: industrial product design, graphic design, service design, and strategic design.
According to the Provincial Council, this represents "another step" in supporting the creative sector, which is "increasingly important" for the territory's economy, "both for its capacity to generate activity and employment and for its contribution to economic diversification, innovation, and the external projection of the territory." In 2025, this initiative supported 15 business projects, with an average grant of 32,000 euros.
