Residents of the Peñucas neighborhood in Abanto have been reporting for months the damages in their homes, including cracks, dampness destroying rooms and furniture, flaking, and poorly installed cables on facades. These problems arose from the regeneration works on 150 flats across fifteen portals, a project promoted by the Basque Government and the City Council with a budget of 13 million euros, which promised significant improvements in thermal insulation and accessibility with the installation of elevators.
According to the Consistory, out of 470 claims managed since the start of the works, 442 were closed as of April 1. The remaining 28 incidents – seven doors, two blinds, three windows, and minor finishes – do not affect, according to the City Council, the functionality of the elevators or the habitability of the homes. The construction company has committed to resolving these pending incidents by the end of April. The only factor without a closing date is the underground electrical wiring, which depends on Iberdrola, despite its conduits being ready since September 2024.

However, Peñucas residents contradict the municipal version, stating that the situation has not improved and that problems such as damp walls, intermittently functioning elevators, and peeling methacrylate on staircases persist. They claim that more than 28 incidents remain unresolved and that the City Council has not contacted them.
