Osakidetza Cancelled Over 318,000 Primary Care Appointments in 2025

Patients were primarily responsible for primary care cancellations, while Osakidetza led cancellations in specialty appointments.

Out of more than 1.7 million Primary Care appointments granted by Osakidetza across the six OSI health centers in Gipuzkoa, 318,018 were not held due to cancellations during 2025.

Of the 1,762,186 Primary Care appointments granted by Osakidetza in 2025 across the six OSI health centers in Gipuzkoa, 318,018 were ultimately cancelled. Patients were the primary cause of these cancellations, accounting for 310,077 appointments, or 97.51% of the total. Healthcare professionals cancelled 5,675 appointments (1.78%), while the remaining 0.71% (2,266) were cancelled for other reasons.
These figures, released following a request from the EH Bildu parliamentary group, pertain to the Integrated Health Organizations (OSI) of Bidasoa, Debabarrena, Debagoiena, Donostialdea, Goierri-Urola Garaia, and Tolosaldea. The Donostialdea OSI, serving nearly 400,000 residents, accounted for almost half of all consultations (829,463, or 47.07%) and also the highest number of cancellations (155,656, or 48.95%) due to its larger population share in Gipuzkoa.
In the realm of specialty appointments, the situation differs significantly. Out of 457,521 specialty appointments scheduled in 2025, 105,333 (23.02%) were cancelled. In this category, Osakidetza was responsible for the majority of cancellations, annulling 70,665 consultations (67.09% of the total), compared to 22,309 cancelled by patients. Within the Donostialdea OSI, 63.44% (38,715) of the 61,024 cancelled consultations were initiated by Osakidetza.
The most frequently cited specialties in the Donostialdea OSI included Traumatology (53,142), Anesthesia and Resuscitation (29,520), and Gynecology and Obstetrics (26,390). Those with the highest number of cancellations were Anesthesia and Resuscitation (6,685), Gynecology and Obstetrics (5,540), and Otorhinolaryngology (5,220). Emergency consultations recorded the fewest cancellations, with only three.
In other OSI s, such as Bidasoa, 37,540 appointments were granted in 2025, with 8,809 (23.46%) cancelled, 76.93% by Osakidetza. The Debabarrena OSI recorded 50,729 appointments, with 11,043 (21.77%) cancelled, seven out of ten by the health service. In the Debagoiena OSI, 10,524 out of 37,751 appointments were cancelled. The Goierri-Urola Garaia OSI saw 11,420 (25.29%) of its 45,153 appointments cancelled.
Finally, Osakidetza's Mental Health Network, comprising 18 centers and 166 professionals, handled 9,700 appointments in 2025. Of these, 2,513 (one in four) were cancelled, with 63.31% cancelled by Osakidetza and 36.69% by patients.
